At one time, AZ pols weren't in total denial of climate change. Napolitano had us join the Western Regional Climate Action Initiative in 2007, and indirectly the ACC addressed it via renewable energy standard (2007) and energy efficiency standards (2010). Then Brewer promptly withdrew us from the WRCA, and the legislature passed a law ARS 49-191 actually forbidding state agencies from adopting or enforcing greenhouse gas emissions reductions programs "for the purposes of addressing changes in atmospheric temperature without express legislative authorization." So we have addressed it at the state level...just in the wrong direction.
