About Rusty Bowers receiving that award: he also had some pretty impressive company (the award was given to 5 recipients), including Volodymyr Zelenskyy, who received it in absentia.
I wanted to add that there are probably very few issues that I would agree with Speaker Bowers on; and in particular, I was quite opposed to his views about competitiveness during the redistricting process (essentially, he was against it). But in a way, it is particularly gratifying to have at least some people on both sides of these debates still hold out for democracy against explicitly anti-democratic and/or corrupt pressure.
