Re: the heartburn over strikers, some of it's justified. Sometimes a S/E can be used to attempt to rush something half-baked through and avoid some scrutiny. But it’s also a fairly common tactic for an opponent of a proposal to harp on about process — to claim that they weren’t properly consulted or that the proposal is out of left field, never mind if we’ve been talking about it forever. The entire process needs some fixing. There might just be some wisdom to those states that convene every other year with a substantive interim year of committee and stakeholder work, or those states that have separate policy and budget sessions. I do not expect such a reform to occur here, but a guy can dream.
